Civilian death tolls surge as Ukraine and Russia escalate cross-border strikes
Official figures reveal highest monthly civilian losses since 2022 as both nations target infrastructure in a widening conflict.

Civilian casualties on both sides of the Russia-Ukraine conflict have reached their highest levels since 2022, driven by a significant intensification of missile and drone attacks. In the latest escalation, a Ukrainian missile strike on the Russian village of Koloskovo in the Belgorod region killed six people and wounded four others, including a child. Concurrently, Russian forces targeted port infrastructure in Ukraine’s Izmail district, damaging a civilian vessel and injuring four people.
Belgorod acting governor Alexander Shuvaev confirmed the Belgorod strike on Monday via the state-backed MAX platform, stating it burned a "structure" and damaged a vehicle. The attack targeted the village of Koloskovo in the Valuysky district, located approximately 15 kilometres from the Ukrainian border. This incident follows a period of reciprocal strikes, including a major Ukrainian aerial assault involving hundreds of drones and subsequent Russian retaliatory strikes that have resulted in substantial loss of life and infrastructure damage.
Ukrainian authorities reported that fires from the Russian strike on Izmail port have been extinguished. Russia’s defence ministry claimed its forces hit military targets in the port, including a berthing terminal for military cargo, hangars for Western military equipment, and naval drone depots. Reuters could not verify the Russian defence ministry's assertions regarding the military nature of the targeted infrastructure.
In a separate strike, Russia said it hit a patrol boat and fuel storage tanks in Odesa. The local governor confirmed that a civilian Togo-flagged vessel was damaged and four people were injured. Izmail, close to the Romanian border, is home to Ukraine's largest port on the Danube river. Moscow has carried out near-daily missile and drone strikes across Ukraine since launching its full-scale invasion in early 2022, recently intensifying attacks using hard-to-intercept ballistic missiles.
Ukraine has increasingly targeted warehouses of the online retailer Wildberries, claiming the company supplies components for Russian drones. Ukrainian President Volodymyr Zelensky stated that strikes on Wildberries and oil refineries aim to undermine Russia's war economy. UN data indicates 437 civilians were killed in Ukraine in July, the highest monthly toll since May 2022. Russian authorities reported 79 civilian deaths on their side in July, an increase from the previous month.
