Zelensky proposes direct talks with Putin and conditional ceasefire in open letter
Volodymymy Zelensky calls for face-to-face negotiations with Vladimir Putin, offering a full ceasefire for the duration of talks, while a separate Russian drone incident in Romania highlights continued volatility.

Ukrainian President Volodymymy Zelensky has issued a rare open letter to Russian President Vladimir Putin, proposing a direct, face-to-face meeting to negotiate an end to the war. In the correspondence released on Thursday, 4 June 2026, Zelensky outlined a diplomatic pathway that includes a conditional ceasefire, marking a significant shift in public messaging from Kyiv.
The letter explicitly states that Ukraine is prepared to implement a full ceasefire for the duration of any negotiations. Zelensky wrote, "Ukraine proposes ending this war through direct engagement between us – and you. I am proposing a meeting." The offer of a ceasefire is strictly tied to the negotiation period, rather than representing a permanent halt to hostilities.
This diplomatic initiative comes as tensions remain high across the region. The proposal was issued shortly before a separate security incident on Friday, 5 June 2026, when a Russian drone struck an apartment building in Galati, Romania. The strike injured two people and prompted the evacuation of approximately 70 residents, drawing condemnation from Romania’s foreign ministry.
While the Romanian incident underscores the broader security challenges facing NATO allies, it remains a distinct event from Zelensky’s diplomatic overture. There is no official linkage between the drone strike and the proposal for direct talks, and analysts caution against conflating the two separate developments.
It remains unclear whether Vladimir Putin will accept the invitation for a face-to-face meeting. The feasibility of implementing the proposed ceasefire and the specific terms of any potential negotiations have not been confirmed by the Russian side, leaving the strategic intent and outcome of the proposal speculative.
