Ukraine expands railway protections as attacks disrupt vital transport network

Ukraine is expanding protections for passengers, trains and railway infrastructure after Ukrainian officials reported more than 1,600 attacks in the first eight months of 2026. The measures come as railways remain central to civilian evacuations, essential freight and grain transport.

Ukrzaliznytsia, Ukraine’s state rail operator, is introducing more precautionary stops, expanding train-and-bus transfers in high-risk areas and using drone monitoring to track threats. Dispatchers are also using shelter maps to identify safer stopping points, although officials say this is not always possible.

The measures follow attacks on trains and locomotives, including a drone strike near the Yahodyn border crossing that caused no injuries after the train was evacuated. Ukrainian authorities believe a separate diplomatic train may have been the intended target, but that assessment has not been independently verified.

Ukraine says more than 500 locomotives have been damaged or destroyed since Russia’s full-scale invasion began, with more than half of those losses occurring this year. Foreign Minister Andrii Sybiha has called for tighter sanctions and international financial assistance to replace locomotives compatible with Ukraine’s Soviet-era broad-gauge railway system.

Ukrzaliznytsia says a contract has been signed with French manufacturer Alstom, with deliveries expected next year. In the interim, damaged trains are being repaired, while officials say the priority is ensuring locomotives remain technically sound and able to carry passengers and freight.

Winter preparations include heating trains and providing blankets, rain jackets and emergency equipment for passengers stranded by attacks or severe weather. Ukraine is also discussing expanded electronic warfare, mobile fire teams, air-defence arrangements and backup logistics routes.
