Tribal governance and grassroots sport reshape post-conflict Jharkhand
As Maoist insurgency recedes, the Chaibasa region is witnessing a surge in local sporting initiatives that reinforce traditional social codes while offering new economic pathways for youth.
Residents of Tirilbasa village in the Chaibasa district of Jharkhand state recently concluded the Rangila Star Tirilbasa football tournament, an event that underscores the region’s evolving social fabric. Held from July 14 to July 17, the fifth edition of the competition featured teams from 64 nearby tribal villages, operating under a framework that merges standard football regulations with the specific cultural mandates of the Ho community. The tournament concluded with NCS Maudi defeating Kumbaram 1-0 in the final, securing a cash prize of 15,000 rupees and three male goats, locally known as khassi.
The structural organisation of the tournament reflects the enduring influence of the Munda-Manki governance system, a traditional tribal code that prioritises customary rights over state panchayat administration. To reinforce community cohesion, the rules mandate that each team consist of nine players, with at least six required to hail from the same village. This configuration, alongside the removal of the offside rule, ensures that participation remains strictly local, distinguishing the event from open tournaments dominated by professional athletes. The use of khassi as trophies is integral to Ho cultural practices, where the animals are utilised for ceremonial sacrifices and communal feasts, thereby embedding the sporting event within broader social and religious traditions.
The conclusion of the tournament coincided with the end of the 2026 FIFA World Cup, highlighting a parallel rise in grassroots football culture within the region. This sporting boom follows the decline of Maoist insurgency, which previously isolated Chaibasa due to its strategic location near coal and mineral mines. With the security situation stabilising and the Indian government declaring the end of the armed rebellion in March 2026, the district has transitioned from a sensitive zone to a developing commercial hub. The influx of private businesses and mining operations has coincided with increased investment in local infrastructure, including educational institutions and sports clubs.
Local participants are increasingly leveraging these grassroots tournaments for professional advancement and economic stability. Malati Munda, a midfielder who gained prominence through local competitions, has secured a position with the Home Guard paramilitary in Ranchi, a common career pathway for athletes from economically disadvantaged backgrounds. Similarly, Harish Hembram has capitalised on the region’s sporting activity by establishing a YouTube channel with over 211,000 subscribers and opening a sports shop in Ranchi, earning approximately 20,000 rupees monthly through content creation. These examples illustrate how local sporting events are facilitating social mobility and financial independence for tribal youth.
The tournament also serves as a focal point for community engagement, featuring ancillary activities such as food stalls and the consumption of madia, a fermented rice beer. Organisers emphasise that the event is designed to celebrate local talent and reinforce village identity, with the name Rangila Star Tirilbasa reflecting the community’s enthusiasm for unique cultural expression. As the region continues to integrate into the broader Indian economy, these locally governed sporting initiatives provide a structured environment for social cohesion, preserving tribal customs while adapting to contemporary economic realities.
