Record ocean temperatures and European drought signal intensifying climate governance challenges

EU monitoring service reports 20.96C sea surface highs as water crises strain infrastructure across the continent

Global sea surface temperatures outside polar regions reached a record high of 20.96C in July 2026, according to data from the EU’s Copernicus Climate Change Service. This figure surpasses the previous record of 20.89C set in 2023, with the month ranking as the joint second-warmest July on record globally, sitting 1.47C above the estimated pre-industrial average. The temperature spike is partly attributed to developing El Niño conditions in the Pacific, a natural weather pattern that, when combined with anthropogenic global warming, exacerbates extreme temperature events.

Simultaneously, Western Europe is grappling with its hottest June and July on record, with average temperatures recorded at 2.79C above the norm. The region has experienced three consecutive months of exceptional heat, driven by persistent high-pressure systems that have trapped heat and dried out soils, reducing natural cooling mechanisms. This thermal anomaly has contributed to widespread marine heatwaves along the Atlantic coast and in the western Mediterranean, while land-based conditions have triggered extreme wildfires and record-low river levels in major waterways including the Rhine, Danube, and Seine.

The hydrological impact has been severe, particularly in the United Kingdom, where England and Wales recorded their driest July since records began in 1836. Large areas have been officially declared in drought, with the Environment Agency warning that further declarations are likely if dry conditions persist. The prolonged lack of rainfall has placed significant pressure on water supplies, irrigation systems, and aquatic ecosystems, while low river flows have disrupted river transport and energy production across the continent.

Scientists note that the warming oceans are acting as a critical regulator of the climate, absorbing excess heat and producing half of the Earth's oxygen, but the consequences of this thermal expansion are becoming increasingly visible. As seawater warms, it expands, accounting for roughly a third of observed sea level rise, which encroaches on low-lying coasts. Furthermore, hotter ocean surfaces are intensifying tropical storms and loading them with heavier rainfall, while marine heatwaves have caused mass bleaching of coral reefs and decimated kelp forests and fisheries.

The intersection of heat and drought is reinforcing itself, creating conditions favourable for large, high-intensity wildfires that are extending the fire season northwards. Laurence Rouil, director of the Copernicus Atmosphere Monitoring Service, highlighted that larger fires are injecting more smoke into the atmosphere, affecting countries that previously experienced relatively few wildfires. With the Met Office reporting that the climate of the 20th century has effectively gone, policymakers are facing the reality that extreme weather events are becoming the new normal, requiring urgent adaptation in governance and infrastructure planning.
