Penny Wong to summon Israel ambassador over Frankcom killing decision

Foreign Affairs Minister Penny Wong has announced that the Australian government is “outraged” by the Israel Defense Forces’ decision not to pursue a criminal investigation into a 2024 strike on an aid convoy. The incident resulted in the deaths of seven individuals, including Australian citizen Zomi Frankcom. Wong stated that the decision falls “far short of the accountability we expect” and has directed that Israel’s ambassador to Australia, Hillel Newman, be called in for a meeting.
The government learned of the decision late last night, moments before it was publicly announced on World Humanitarian Day. Wong characterised the timing of the announcement as “especially insulting” to Zomi Frankcom’s loved ones, humanitarians, and all Australians. She noted that Frankcom represented the best of Australia and that her family deserves justice.
Wong has also directed Australia’s ambassador to Israel to convey the government’s views directly to Israeli authorities. The minister stated that the Australian government is currently considering next steps in response to the decision. She emphasised that democracies seek and accept higher standards and that the government will not stop pressing Israel for justice for Frankcom and her colleagues.
The decision not to investigate further was made despite previous admissions by the Israel Defense Forces. The military acknowledged that the strikes on the vehicles carrying Frankcom and her colleagues were the result of serious failures to follow procedures, mistaken identification, and errors in decision-making. These findings were confirmed by a report from Special Adviser Air Chief Marshal Mark Binskin.
The diplomatic response marks a significant escalation in the matter, with the Australian government formally challenging the adequacy of the Israeli military’s internal review. The call-in of Ambassador Hillel Newman signals a desire to address the issue at the highest diplomatic level.
