Kuwait arrests four alleged IRGC officers following failed infiltration attempt on Bubiyan Island

The Kuwaiti Ministry of Interior has confirmed the arrest of four men accused of being members of Iran's Islamic Revolutionary Guard Corps (IRGC) following a failed maritime infiltration attempt on Bubiyan Island. The operation, which took place on 1 May, involved a chartered fishing boat and resulted in a confrontation with Kuwaiti forces that left one service member wounded by gunfire.
Officials stated that the arrested individuals, who were aboard the vessel specifically chartered for hostile actions, admitted to being tasked by the IRGC to infiltrate Kuwaiti territory. The Ministry of Interior publicly identified the detainees as Colonels Amir Hussein Abd Mohammed Zara'i and Abdulsamad Yadallah Qanwati, Captain Ahmed Jamshid Gholam Reza Zulfiqari, and First Lieutenant Mohammed Hussein Sehrab Faroughi Rad.
While four suspects were apprehended, two other members of the group managed to escape the initial clash. These fugitives include navy Captain Mansour Qambari and the boat's captain, Abdulali Kazem Siamari, leaving the situation unresolved regarding the full extent of the operative force involved in the incursion.
In response to the incident, Kuwait's Ministry of Foreign Affairs condemned the act as a flagrant violation of sovereignty and a grave breach of international law. The deputy foreign minister summoned Iran's ambassador to the country to deliver a formal protest note, explicitly reserving Kuwait's right to exercise self-defence under Article 51 of the United Nations Charter.
This event marks the latest escalation in a series of confrontations between Kuwait and Iran, following earlier reports of hostile drone interceptions in Kuwaiti airspace and strikes on critical infrastructure in April. The incursion occurred shortly after reports indicated that a number of hostile drones were intercepted, though the launch location of those drones remains unspecified.
The incident has drawn diplomatic attention across the region, with Kuwait's foreign minister receiving a call from his Bahraini counterpart who condemned the infiltration. Kuwait, situated just 80km from Iran's coastline, relies heavily on desalinated water and strategic assets near its northern oilfields, making the security of Bubiyan Island a matter of significant national interest.
