Iran accuses Ukraine of Caspian Sea attack, citing UN Charter violation

Iran has formally accused Ukraine of launching a hostile attack on an Iranian commercial vessel in the Caspian Sea, an incident that resulted in the death of one sailor and injuries to another. The Iranian Ministry of Foreign Affairs summoned Ukraine’s chargé d’affaires to Tehran to protest the event, describing the strike as a “hostile and criminal” act. The ministry stated that the attack constituted a violation of Article 2(4) of the United Nations Charter and warned that such actions could further inflame and expand the ongoing Russia-Ukraine conflict.

In a statement released via Telegram, Iranian Foreign Minister Abbas Araghchi condemned the military action and called for a firm response from the United Nations Security Council, the European Union, and the broader international community. Araghchi urged that the perpetrators and supporters of the act be held accountable. His office confirmed that he also discussed the matter in a phone call with European Union High Representative for Foreign Affairs Kaja Kallas, seeking diplomatic support for Tehran’s position.

Ukrainian President Volodymyr Zelenskyy responded to the allegations by confirming that Kyiv had conducted long-range strikes in the Caspian Sea. In a post on X, Zelenskyy stated that the operations achieved “very strong results,” targeting vessels used for military cargo shipments involving Iran, as well as a warship. However, he did not explicitly identify the commercial ship named by Tehran as a target, leaving the specific nature of the damage to the Iranian vessel unconfirmed by Kyiv.

The incident has placed additional strain on Iran’s maritime trade routes. Al Jazeera reporter Tohid Asadi, reporting from Tehran, noted that the attack on Iran’s northern coast is putting extra pressure on the country’s shipping interests, particularly given the concurrent US blockade on Iran’s southern coast. The Iranian Foreign Ministry reiterated that Tehran has never intervened in the Russia-Ukraine conflict, framing the Ukrainian strike as an unprovoked escalation.

Tensions between the two nations have escalated since 2022, when Iran supplied Russia with Shahed drones that Moscow has adapted for use against Ukrainian cities. Kyiv reports having shot down more than 44,000 of these Iranian-designed drones since the invasion began. Zelenskyy also alleged that Russia had been passing satellite imagery of Gulf states and US military sites to Iran, citing surveillance data from 19 and 20 July that covered airbases in Bahrain, Jordan, and Kuwait. In response to regional instability, Ukraine has deployed anti-drone specialists to Qatar, the United Arab Emirates, Saudi Arabia, and Kuwait, offering interceptors and expertise to Gulf governments affected by Iranian attacks during the wider US-Iran conflict.
