French university canteens implement universal one-euro meal scheme for all students
The Higher Education Ministry expands the discounted lunch programme following student union advocacy, aiming to mitigate financial hardship across the tertiary education sector.
French university canteens commenced a policy shift on Monday, extending the one-euro meal rate to all students irrespective of income. Previously, the discounted price, which covers a starter, main course, and dessert, was restricted to those with low incomes or receiving financial aid. The standard price for a three-course meal remains at 3.30 euros.
The initiative follows sustained pressure from student unions seeking to alleviate food insecurity among the student population. Data from a January survey conducted by a student union organisation indicated that 48 percent of students had gone without food due to financial reasons, with 23 percent reporting this occurred several times a month.
Higher Education Minister Philippe Batiste has pledged 120 million euros in 2027 to support the expanded scheme. The funding commitment is designed to manage the anticipated rise in demand while the ministry monitors the programme to prevent excessive workload for canteen staff and ensure food quality is maintained.
According to the university restaurant operator Crous, approximately 667,000 students benefited from the discounted lunch scheme in 2024. During that year, around 46.7 million meals were served at both the discounted and standard rates, reflecting a 5.3 percent increase in participation from the previous year.
Student Alexandre Ioannides, an 18-year-old in Paris, noted that the measure will significantly reduce his monthly expenses, allowing savings to be redirected towards other costs. The policy aims to provide a baseline of nutritional support for the entire student body, addressing the broader issue of rising living costs in France.
The move represents a structural change in how university catering is subsidised, moving from a targeted relief measure to a universal service model. Authorities are now preparing the logistics to ensure the new pricing structure can be applied effectively across all participating institutions.
