A former vice-speaker of the Fukuoka Prefectural Assembly has provided new testimony to NHK, alleging that he handed 5 million yen to Speaker Isao Kuratai before assuming his own role as vice-speaker. The statement adds to ongoing scrutiny regarding financial exchanges linked to leadership positions within the assembly.

The allegation centres on a direct financial transaction made to secure a senior legislative post. The former vice-speaker, who spoke directly to NHK, stated that the payment was made to Speaker Kuratai prior to his appointment. This testimony marks a significant escalation in the controversy surrounding the assembly’s leadership, moving from general suspicion to specific claims of bribery.

The claim stands in direct contradiction to the position held by current Vice-Speaker Nakao. On 14 July, Nakao held a press conference where he reiterated his denial of any financial exchanges. The assembly had previously initiated a hearing investigation into the matter on 8 July, seeking to establish the facts surrounding the allegations.

Further complicating the narrative, Assemblyman Eto stated on 9 July that the allegations regarding financial exchanges were factual. This comment from a sitting member adds weight to the former vice-speaker’s account, despite the lack of independent verification of the payment itself.

The controversy extends beyond the assembly’s internal dynamics. The Governor of Fukuoka City had previously reported that a politician had demanded money during his candidacy, which he refused. He noted he was shocked by the request, highlighting a broader concern about the integrity of political processes in the region.

As the hearing investigation continues, the assembly faces increasing pressure to address these claims. The conflicting accounts between the former vice-speaker, the current vice-speaker, and other assembly members suggest a deep institutional crisis that requires immediate and transparent resolution.
