Copernicus and WMO data confirm 2025 as Europe's hottest year on record

Unprecedented heatwaves, rapid glacier retreat, and record marine temperatures highlight the urgent need for accelerated adaptation strategies across the region

New analysis from the European Commission and World Meteorological Organization indicates the continent is warming at twice the global average rate

A major climate assessment jointly published by the European Commission's Copernicus Climate Change Service and the World Meteorological Organization has confirmed that 2025 was the hottest year on record for Europe. The data indicates that the continent experienced a warming rate twice as fast as the global average, with at least 95 per cent of the region recording above-average annual temperatures. This trend marks a significant acceleration in regional climate change, prompting officials to warn that the speed of warming requires immediate policy intervention.

The report details the severity of thermal extremes across the continent, noting that Britain, Norway, and Iceland all recorded their warmest years on record. In the sub-Arctic region of Fennoscandia, Finland, Norway, and Sweden endured a record three-week heatwave in July, with temperatures reaching 30C within the Arctic Circle. Meanwhile, Turkey recorded temperatures of 50C for the first time in July, and 85 per cent of the Greek population was exposed to extreme conditions near or above 40C.

Glacial retreat and ice loss remain critical indicators of the region's environmental shift. Europe's glaciers recorded a net mass loss in 2025, with Iceland experiencing its second-largest melt on record. The Greenland Ice Sheet lost approximately 139 billion tonnes of ice during the year, a volume equivalent to losing 100 Olympic-sized swimming pools every hour. This loss contributed to a 0.4 mm rise in global mean sea levels, while snow cover across Europe was recorded as the third lowest on file.

Marine environments have also reached new thresholds of instability. For the fourth consecutive year, Europe's annual sea surface temperature was the highest on record. A record 86 per cent of the European ocean region experienced at least one day of strong marine heatwave conditions, which have begun to impact biodiversity, particularly sensitive seagrass meadows in the Mediterranean. These ecosystems serve as critical nursery habitats for thousands of fish species but are increasingly vulnerable to sustained high temperatures.

Wildfire activity further underscores the intensity of the climate anomalies, with the area burnt reaching a record 1,034,550 hectares. While storms and floods resulted in at least 21 deaths and affected 14,500 people across the continent, the report notes that flooding and extreme rainfall were less widespread than in recent years. Officials caution that these extremes are part of a broader pattern driven by the El Niño phenomenon, which is expected to return in mid-2026, potentially leading to another extremely hot summer.

Despite renewable energy surpassing fossil fuels for the third consecutive year, accounting for 46.4 per cent of electricity generation, the report emphasises that current transitions are insufficient. Solar power contributed a record 12.5 per cent to the mix, yet policymakers argue that adaptation measures and the clean energy transition must accelerate significantly to mitigate the risks posed by the fast-warming continent.
