US Treasury threatens sanctions on Chinese AI firms; New York power line faces drought-related outages
The US government targets Chinese artificial intelligence developers over alleged intellectual property violations, as experts warn that prolonged drought conditions in Quebec threaten the hydropower supply for New York’s new underground transmission infrastructure.

The US Treasury has threatened to sanction Chinese artificial intelligence companies, with Treasury Secretary Scott Bessent accusing the firm Moonshot of improperly distilling Anthropic’s Fable model. The allegation marks a significant escalation in regulatory scrutiny of cross-border technology transfers and intellectual property practices within the global AI sector.
Separately, the Champlain Hudson Power Express, a $6 billion high-voltage direct-current transmission line connecting Quebec to New York, has been offline for most of July. The 339-mile underground cable, which opened in May and is officially the longest of its kind in North America, experienced a second outage since its inauguration due to a damaged cable section on the US side. Although the damaged section has been replaced, the line remains down, delaying its full operational capacity.
The project was designed to deliver hydropower to New York City to reduce emissions and increase grid resilience. It is capable of supplying up to 20% of New York City’s electricity demand. During a heatwave on July 3, the line imported enough electricity from Canada to meet approximately 9% of New York State’s total demand for the day, highlighting its potential importance during periods of peak load.
However, experts are concerned that drought conditions may affect the hydropower supply feeding the line. The region has experienced intense drought for the past three years, depleting water reserves used for electricity generation in Quebec. This climate stress threatens the availability of the hydropower intended for the transmission line, regardless of the infrastructure's operational status.
The outage and environmental challenges underscore the complexities of integrating large-scale renewable energy projects into existing grids. While the transmission infrastructure is being repaired, the long-term reliability of the power supply remains uncertain due to the ongoing climatic pressures on Quebec’s water resources.
