Somalia condemns US visa denial for World Cup referee
FIFA declines to challenge host nation’s authority as Somali official misses tournament due to vetting concerns

Somalia’s football federation has formally criticised the United States government for denying entry to award-winning referee Omar Abdulkadir Artan, a decision that has removed him from the officiating roster for the 2026 FIFA World Cup. The public rebuke follows the refusal of Artan’s entry visa, which was processed at Miami International Airport on 6 June 2026.
Artan, who was named the 2025 Confederation of African Football (CAF) referee of the year, was among 52 officials selected to officiate at the tournament. His exclusion stems from a determination by US Customs and Border Protection, which cited unspecified "vetting concerns" as the basis for the denial. The agency’s assessment effectively prevented the Somali official from travelling to the United States to fulfil his duties.
In response to the incident, the Somali football federation issued a statement condemning the US decision. The criticism highlights the diplomatic friction arising from the visa refusal, which has impacted a high-profile international sporting event. The federation’s objection underscores the tension between national security protocols and the logistical requirements of global tournaments.
FIFA has confirmed it will not challenge the United States’ decision to bar Artan. The governing body stated that host governments retain the sovereign authority to determine visa admissions. This stance clarifies that FIFA does not possess the jurisdiction to override US immigration decisions, regardless of the official’s sporting credentials or selection status.
The incident occurred during a period of heightened scrutiny regarding international travel and security vetting. While the specific administrative or legal grounds for the "vetting concerns" remain undefined in available reports, the outcome has solidified the precedent that host nations maintain final control over entry permissions for tournament participants.
