Silver: Clips investigation needs to wrap up soon
League commissioner urges swift conclusion to salary cap investigation while confirming draft lottery changes and expansion timelines

NBA Commissioner Adam Silver has urged the swift conclusion of the investigation into the Los Angeles Clippers regarding potential salary cap circumvention, although he declined to establish a specific deadline for its completion. Speaking at the Frost Bank Center prior to Game 1 of the 2026 NBA Finals between the San Antonio Spurs and the New York Knicks, Silver emphasised that the league must balance thoroughness with the need for closure.

The probe, conducted by independent law firm Wachtell, Lipton, Rosen & Katz, examines whether the team funnelled funds to star player Kawhi Leonard via an endorsement deal with Aspiration. Silver noted that while the league covers the costs, the firm operates independently, and his instruction was clear: the investigation cannot continue indefinitely, but accuracy remains paramount. He stated that findings will be presented to him for disciplinary decisions, a process separate from the investigative phase.

The inquiry follows the bankruptcy of Aspiration and the 14-year prison sentence of its co-founder, Joe Sanberg, for wire fraud. Silver addressed the perception that recent developments might influence the outcome, asserting that his role is to follow facts rather than public sentiment. He reiterated that the independent firm’s findings will determine the appropriate discipline, if any, for the franchise.

Beyond the investigation, Silver confirmed that the NBA’s proposed reforms to the draft lottery, aimed at curbing tanking, were passed by the league’s board of governors last week. He described tanking as a behaviour that had become increasingly acceptable, noting that immediate action was required to address what he termed nontraditional behaviour driven by perceived incentives to fall in the standings.

Silver also provided updates on the league’s expansion and international ambitions. He reiterated that a firm decision on expansion to Las Vegas and/or Seattle will be made by the end of 2026. Additionally, he stated that the proposed European league remains on pace to start with the 2027-28 season, with final bids from prospective owners due by the end of June. The structure involves 16 teams, comprising 12 permanent franchises and slots open to any European club.
