SEC establishes dedicated unit to target accounting fraud and audit misconduct
The US Securities and Exchange Commission announces the creation of a specialized enforcement team to pursue cases involving financial reporting fraud and general misconduct in the accounting and auditing professions.
The US Securities and Exchange Commission (SEC) has announced the establishment of a new Financial Reporting and Accounting Unit within its Division of Enforcement. The creation of the unit is designed to provide dedicated expertise, focus, and capacity to pursue cases involving accounting and financial reporting fraud, as well as general misconduct in the accounting and auditing sectors.
The unit will operate in close collaboration with staff across all relevant SEC divisions and offices. This structure aims to ensure that the enforcement of federal securities laws remains consistent with the Commission’s broader policy goals. The initiative represents a centralisation of resources to address specific vulnerabilities in financial reporting and audit practices.
David Woodcock, Director of the SEC’s Division of Enforcement, stated that the new unit expands on the Division’s current and historical efforts to crack down on bad actors in the accounting and auditing profession. Woodcock noted that since his return to the Division, he has been assessing staffing to ensure alignment with core mission areas, describing the new unit as critical to pursuing financial reporting fraud and auditor misconduct.
Timothy Zimmerman will lead the Financial Reporting and Accounting Unit. Zimmerman joined the SEC’s Division of Enforcement in May 2026 as a senior advisor to the Director. Prior to his appointment at the regulator, he spent 12 years at an international law firm and most recently served as Deputy General Counsel at an international accounting and professional services firm.
Osman Nawaz, Principal Deputy Director of the SEC’s Division of Enforcement and head of specialized units, highlighted Zimmerman’s depth of experience and passion as significant assets for the Division. The new unit will be staffed by both attorneys and accountants possessing specialised skills in financial reporting, accounting, and auditing within the context of securities regulation.
