Russia resupplies Syrian facilities under reported bases agreement
A four-vessel convoy reached Tartous on 7 September, marking the first reported resupply since Moscow and Damascus agreed on the future of Russia’s Syrian facilities.
Russia has resumed deliveries to its military facilities in western Syria under a reported August agreement with Damascus, according to Al Jazeera Global News.
The four-vessel convoy reached Tartous port on 7 September. The report described the arrival as the first such resupply since Moscow and Damascus concluded a memorandum of understanding after 18 months of negotiations.
The arrangement would convert Russia’s facilities at Tartous and the Hmeimim air base into joint training and capacity-building centres, with Syria controlling civilian operations. The memorandum’s precise legal terms, duration and operational implications remain unclear.
Satellite imagery verified by Reuters showed the cargo vessel Sparta docked at Tartous alongside the navy replenishment oiler Akademik Pashin. The Russian tanker General Skobelev remained offshore. The report did not specify what supplies were delivered or whether the shipment directly serviced both facilities.
Tartous and Hmeimim have served as Russia’s principal military footholds in the Mediterranean and Middle East. Moscow intervened to support former Syrian president Bashar al-Assad during the civil war, but his removal in 2024 reduced Russian influence and prompted efforts to preserve access to the facilities.
Russian President Vladimir Putin and Syrian President Ahmed al-Sharaa have continued discussions over the bases’ future. Damascus is also seeking Assad’s extradition; he is reported to be sheltering in Moscow.
