Putin Reaffirms Ties with Xi as Washington Indicts Castro and WHO Declares Ebola Emergency
Russian President Vladimir Putin visits Beijing to strengthen bilateral relations, while the Trump administration moves to indict former Cuban leader Raúl Castro and the World Health Organisation declares a global emergency over Ebola outbreaks in Africa.

Russian President Vladimir Putin has made a rare visit to Beijing, meeting with Chinese President Xi Jinping to reaffirm the strategic partnership between Moscow and Beijing. The visit was characterised by carefully staged ceremonies and renewed pledges of "unyielding relations" between the two nations, signalling a continued consolidation of their geopolitical alliance. The diplomatic engagement occurred against a backdrop of ongoing conflict, with Ukraine reporting continued deep-strike drone operations inside Russian territory.
In Washington, the Trump administration has indicted former Cuban president Raúl Castro for murder and conspiracy to kill US nationals. The charges are linked to the downing of two civilian aircraft in the 1990s. US officials have described the indictment of the 94-year-old former leader as "long-delayed justice," although critics argue the move is part of a wider push for regime change in Havana.
Tensions between Washington and Havana have escalated further following reports that Cuba has acquired over 300 military drones from Russia and Iran. In response, the US Treasury has imposed new sanctions on Cuba’s intelligence agency, nine Cuban nationals, and several top Communist Party officials and generals. Cuban President Miguel Diaz-Canel has warned of a "bloodbath" should the United States launch an attack.
On the public health front, the World Health Organisation has declared a Public Health Emergency of international concern regarding a fast-moving Ebola outbreak. The emergency declaration covers outbreaks in the Democratic Republic of the Congo and Uganda, including specific regions such as Ituri province, North Kivu province, Kampala, and Bunia. More than 130 people have died in the Democratic Republic of the Congo, where containment efforts are complicated by ongoing conflict and rising tensions.
In other significant developments, Air France and Airbus have been found guilty of manslaughter regarding the 2009 crash of Flight 447.
