New online platform marks shift to 'administrative colonial engineering' as settlement expansion accelerates

Israel has launched an online 'Land Registry and Settlement of Rights' platform to digitally register property ownership in the occupied West Bank, a move that has triggered immediate condemnation from Palestinian authorities. The Palestinian Land Authority described the initiative as a "dangerous colonial occupation step" and a direct assault on the historical and legal rights of Palestinians to their land and property.

The launch follows a February 2026 decision by the Israeli Land Registry unit to take over the regulation and registration of land ownership in Area C, the portion of the West Bank under total Israeli control. Under this decision, the unit gained powers to issue sales permits and collect fees, marking the first time Palestinian land registration in the Israeli "Tabu" system has occurred since the occupation began in 1967.

Moayad Shaaban, head of the Colonization and Wall Resistance Commission (CRRC), stated that the digital platform represents a transition from traditional field control to "digital and administrative colonial engineering." He argued the move aims to impose permanent legal realities on the occupied Palestinian territory, a sentiment echoed by the Jerusalem Governorate and the CRRC, which urged Palestinians to avoid engaging with any Israeli entities or procedures related to land.

The digital register builds on a series of legislative steps taken over the past year. In May 2025, the Israeli Security Cabinet launched an aggressive land settlement process aimed at completing the legal and administrative annexation of occupied territories. This was followed in July 2025 by a symbolic parliamentary measure calling for annexation, initially tabled in 2024 by Finance Minister Bezalel Smotrich.

Israel has stated its aim to complete the full settlement of 15 percent of the West Bank by the end of 2030. Approximately 700,000 Israeli settlers currently reside in the West Bank and East Jerusalem. Rights groups report that settlement approvals and settler violence against Palestinian communities have accelerated since the conflict in Gaza began on October 7, 2023.

The Palestinian authorities have called on the international community, the United Nations, and the International Criminal Court to take urgent responsibility to stop these procedures. The CRRC and Jerusalem Governorate emphasised the need to hold the occupying state accountable for continuous violations against Palestinian resources and land.

While the Israel Hayom newspaper reported in February that the permanent acquisition measures would be difficult to challenge in Israeli courts, the digital rollout signifies a significant escalation in the administrative control of the territory. The move consolidates Israeli authority over approximately 58 percent of Area C, which is now subject to permanent registration under Israeli law.
