Queensberry promoter Frank Warren has clarified the regulatory landscape facing Oleksandr Usyk, confirming that the World Boxing Council will mandate a defence against interim champion Agit Kabayel following the Ukrainian's upcoming bout in Egypt. Warren indicated that this requirement presents a binary outcome for the unified heavyweight champion: he must either step into the ring against Kabayel or vacate the belts entirely.
The promoter explained that the WBC will issue an order for Usyk to defend his title after his scheduled novelty fight against kickboxer Ray Sefo. Warren noted that if Usyk refuses to engage the mandatory challenger, the title will be stripped, leaving the promotion to decide the subsequent path for the division. This stance leaves the champion with no option to simply skip the bout without consequence under current regulations.
Warren emphasised that the interim champion and other contenders have fought to secure their positions as number one contenders for these mandatory opportunities. He stated that the organisation has tremendous respect for Usyk, yet the rules dictate that if the champion chooses not to fight the mandated opponent, the belt must be vacated. This process would then trigger a new hierarchy where the next mandatory challenger faces the number one contender for the vacant position.
Despite the strict requirement for a defence, Warren assured that the heavyweight division remains robust should Usyk elect to relinquish his titles. He remarked that there are plenty of heavyweight opponents available for the champion if he chooses to vacate the belts.
