The President characterised the situation as a tragedy resulting from Giuliani's treatment by what he termed the "Radical Left Lunatics" and Democrats. Giuliani, who served as New York City's mayor from 1993 to 2001, earned the moniker "America's mayor" for his leadership following the September 11, 2001, attacks on the World Trade Center.
