Costco Enters Medicare Market in Joint Venture with SCAN Group
Warehouse giant partners with nonprofit insurer to offer Medicare Advantage and supplement plans, integrating coverage with existing pharmacy and vision benefits while maintaining strict separation from membership requirements.

Costco Wholesale Corporation has announced a strategic partnership with nonprofit insurer SCAN Group to launch jointly branded Medicare Advantage plans, marking the retailer’s inaugural entry into the Medicare market. The collaboration, confirmed on Tuesday, involves the sale of health insurance products tailored for older adults, with initial launches planned for two states offering Medicare Advantage coverage and a third state providing a Medicare supplement plan.
The specific target states and the timing of the rollout remain undisclosed as the companies await regulatory approval from the Medicare agency. According to the Wall Street Journal, the three initial markets are estimated to encompass approximately five million Medicare enrollees. The companies declined to disclose the financial terms of the agreement or confirm the exact locations, citing restrictions on sharing details while the plans are pending agency clearance.
Under the arrangement, the health plans will be marketed through Costco stores, insurance agents, and other standard distribution channels. Federal regulations strictly prohibit bundling a Costco membership with the purchase of these health plans, ensuring that non-members can access the insurance products. The initiative is designed to integrate health coverage with Costco’s existing retail offerings, including prescription drug access, Medflex over-the-counter benefits, vision care, and audiology services.
Dr Sachin H Jain, chief executive of SCAN Group, stated that the new plans would integrate closely with Costco’s established product lines, including food and hearing products. The goal is to create a seamless experience for beneficiaries, allowing them to easily access their benefits across multiple service categories. The partnership leverages SCAN’s existing footprint, which spans 33 counties across six states and serves close to 460,000 members, with the broader network reaching roughly 500,000 individuals when affiliated entities are included.
Costco CEO Ron Vachris described the move as an extension of the retailer’s commitment to delivering value to its members, noting a shared understanding of the needs of the seniors they serve. However, Richard Stephens, senior vice president for pharmacy at Costco, characterised the Medicare effort as a pilot programme. He indicated that the company intends to learn from the initial launch to ensure the product meets member expectations, emphasising that Costco aims to apply its rigorous vetting standards to the new insurance offerings.
