UK regulator launches strategic market status probe into Microsoft
The inquiry, set to conclude by February, will determine if Microsoft’s integration of Windows, Word, Excel, Teams, and Copilot stifles competition in the business software ecosystem.

The UK Competition and Markets Authority has officially initiated a strategic market status investigation into Microsoft, focusing on the company’s business software ecosystem. The regulator will assess whether the bundling of Windows, Word, Excel, Teams, and Copilot, alongside related Office products, constitutes an uncompetitive practice. The inquiry also extends to an examination of Microsoft’s cloud licensing arrangements.
CMA Chief Executive Sarah Cardell stated that the authority aims to understand how these markets are developing and Microsoft’s position within them. The investigation seeks to determine if targeted action is required to ensure UK organisations can benefit from choice, innovation, and competitive prices. Cardell highlighted the significance of the probe, noting that hundreds of thousands of UK residents rely on Microsoft business software products.
The investigation is scheduled to conclude by February, at which point Microsoft may be designated as having strategic market status. This classification does not automatically imply wrongdoing but grants the CMA greater leeway for future regulatory interventions. Microsoft responded to the announcement by stating it is committed to working quickly and constructively with the CMA to facilitate the review of the business software market.
This marks the latest in a series of regulatory examinations involving the technology giant. In 2023, the CMA launched an investigation into Microsoft’s relationship with OpenAI, followed by a 2024 inquiry into whether the company was attempting to avoid merger scrutiny by recruiting staff from AI firm Inflection AI rather than acquiring it. These actions coincide with separate investigations by the US Federal Trade Commission into Microsoft’s significant investments in OpenAI and the Inflection AI situation.
The CMA’s focus on the broader business software ecosystem, rather than just individual Office products, underscores the regulator’s intent to evaluate the structural dynamics of the market. The outcome of this strategic market status investigation will likely influence the regulatory landscape for major technology firms operating in the UK.
