Moonshot AI’s Kimi K3 release triggers Nasdaq dip and US regulatory row
Investors sold chip stocks as the announcement coincided with a speech by President Xi Jinping, while US officials clash over the implications of open-weight AI.

Chinese artificial intelligence firm Moonshot AI has released its open-source Kimi K3 model, a move that has ignited fresh debate in the United States regarding national security, open-weight models, and regulatory responses to Chinese technology. The announcement coincided with a speech by Chinese President Xi Jinping at the World AI Conference in Shanghai, contributing to a 1% drop in the Nasdaq as investors sold off shares in chip companies such as Nvidia.
Moonshot AI stated that while Kimi K3 "still trails the most powerful proprietary models, Claude Fable 5 and GPT 5.6 Sol," it "demonstrated frontier-level performance across our evaluation suite, consistently outperforming other tested models." Independent analyses from Arena.ai and Vals AI indicated that Kimi is competitive with flagship frontier models, reinforcing concerns among US industry figures about the capabilities of Chinese open-source AI.
The reaction in US policy circles has been sharp, with David Sacks, co-chair of the President’s Council of Advisors on Science and Technology, criticising the United States for "tying itself in knots" with regulations. Sacks contrasted the US approach with Chinese progress, arguing that banning data centres and piling on state regulations is a strategy to lose the AI race. He also used the news to criticise Anthropic, describing its Claude model as "woke lobotomized models."
Former Uber CEO Travis Kalanick raised concerns about "distillation," where models are trained on the outputs of other models, arguing that without enforcement, American models would be at a disadvantage. "If distillation isn’t enforced against, then everyone should be able to distill from everyone else," Kalanick wrote, noting that American models have also been built on top of Chinese ones, specifically Kimi.
OpenAI’s head of strategic futures, Dean Ball, expressed surprise that the Chinese state allows the open sourcing of such capable models and warned of a potential outcome he termed "full AI communism," where AI is treated as a public good provided by the state. Ball suggested the Trump administration should create regulatory risk around open-weight Chinese models through "soft law" and fear, uncertainty, and doubt, rather than outright bans.
Shakeel Hashim, editor of Transformer, argued that concerns are overblown, noting Kimi likely lacks dangerous cyber capabilities and that the Chinese government has incentives to restrict such models once they pose greater risks. The event has reignited debates in the US regarding national security, the implications of open-weight models, and potential regulatory responses to Chinese technology.
