Google will invest €13bn in Finnish artificial intelligence infrastructure, its largest single investment in Europe, while securing a long-term electricity supply agreement with Finnish utility Fortum.

The plan includes new data centres in Kajaani, Muhos and Vaala, as well as an expansion of Google’s existing facility in Hamina. Construction is scheduled for 2027 and 2028, according to the company.

Under the 22-year agreement, Google will be able to buy up to 50% of the electricity generated by the Loviisa nuclear power plant. The arrangement is intended to provide long-term financial certainty for Loviisa and support Fortum’s programme to extend the plant’s operating life and increase its generating capacity.

Google said the wider package would include clean-energy projects, grid enhancements, and funding for nature, community, education, research and workforce-development initiatives. The company estimates the project could support more than 37,000 jobs during construction and add €3.6bn a year to Finland’s gross domestic product.

The investment comes as technology companies compete for the electricity and computing capacity needed to expand AI services. Finland has attracted data-centre operators with its cool climate, low-carbon electricity and relatively uncongested power grid. The Loviisa plant currently generates about 10% of Finland’s electricity, according to the BBC.
