EU and Ukraine formalise joint drone production initiative
The European Commission has entered into a new arrangement with Ukraine to boost the joint manufacturing of battlefield drones, marking a significant step in institutionalising Kyiv’s operational knowledge within the bloc’s defence industrial base.

European Commission President Ursula von der Leyen announced on Wednesday that the European Union and Ukraine have signed a 'drone deal' aimed at increasing the joint production of battlefield drones. The agreement seeks to establish joint ventures that will integrate Ukraine’s extensive operational experience into the EU’s broader security architecture.
The initiative is designed to capitalise on the expertise Kyiv has developed during more than four years of conflict with Russia. By formalising this cooperation, the EU aims to scale up the manufacturing of key battlefield technology, moving beyond ad hoc arrangements to a more structured institutional partnership.
This announcement represents a broader EU-level effort, building upon similar bilateral agreements Ukraine has previously secured with individual EU member states and Gulf nations. These prior deals were established to allow partner nations to utilise Ukraine’s wartime drone capabilities, but the new framework signals a coordinated approach across the union.
While the European Commission described the move as a 'drone deal', the specific parameters of the joint ventures remain undefined in the initial reporting. Details regarding the financial scope, production timelines, or the exact number of participating entities have not been disclosed.
The agreement underscores the EU’s growing focus on defence industrial integration following Ukraine’s accession talks. By embedding Ukrainian technical knowledge into EU-led production structures, the bloc is attempting to strengthen its collective security posture while supporting Kyiv’s ongoing defence needs.
