Amazon has secured regulatory approval for a new data centre in Pecos County, Texas, that carries a permit to emit up to 33 million tonnes of carbon dioxide annually. The facility will be powered by the GW Ranch natural gas plant, a dedicated generation asset featuring 35 turbines with a capacity of 7.65 gigawatts. According to Cleanview, which monitors data centre power projects, this emission allowance surpasses the permitted output of the largest coal-fired power plant in the United States.

The GW Ranch plant is not initially connected to the Texas state power grid. Instead, it is designed to deliver electricity primarily to Amazon’s new data centre, reflecting a broader industry trend where major technology firms, including Meta and Google, are constructing their own power plants to meet the surging energy demands of artificial intelligence infrastructure. Amazon has confirmed it purchased the site and intends to buy power from GW Ranch.

This development presents a significant challenge to Amazon’s Climate Pledge, which was co-founded by Jeff Bezos with a commitment to achieve carbon neutrality by 2040. The company’s greenhouse gas emissions have risen for several consecutive years, driven largely by the expansion of its cloud and AI computing services. While actual emissions from industrial plants rarely reach their maximum permitted levels, the sheer scale of the allowance granted to GW Ranch remains a notable regulatory outcome.

The Trump administration has actively sought to lift restrictions on polluting power plants, contributing to a regulatory environment that permits such high-emission allowances. Despite the environmental implications, Amazon maintains that its long-term goals remain intact. Spokeswoman Margaret Callahan told the New York Times that while the world has changed since the pledge was established, the company’s commitment to carbon neutrality has not.

The situation highlights the complex trade-offs facing investors and policymakers as the tech sector scales its physical infrastructure. As AI data centres consume vast amounts of power, the reliance on natural gas and other non-renewable sources continues to grow, testing the viability of corporate net-zero targets against the realities of rapid technological expansion.
