Amazon seeks FCC approval for 5,105-satellite direct-to-device network
The proposed system would utilise spectrum from Globalstar and involve partnerships with Apple and mobile operators, expanding beyond its existing broadband satellite ambitions.

Amazon has submitted an application to the US Federal Communications Commission (FCC) to deploy a new Low Earth Orbit (LEO) satellite constellation designed to provide direct-to-device mobile services. The proposed network comprises 5,105 satellites and aims to deliver voice, messaging, data, and emergency communications to standard mobile handsets without requiring specialised hardware. If the application is approved, Amazon intends to begin deploying the constellation in 2028.
The project relies on spectrum from Globalstar, a satellite network Amazon is currently acquiring. This move follows an announcement earlier this year in which Amazon confirmed it would take over Globalstar’s existing agreement to provide direct-to-device services for Apple devices. Amazon stated it plans to collaborate with Apple on future satellite services utilising the expanded network, while also partnering with mobile network operators to offer connectivity, mirroring the arrangement between Starlink and T-Mobile.
The new constellation represents a significant expansion of Amazon’s existing space infrastructure. It will be nearly double the size of the company’s initial Leo broadband constellation, which is planned to include approximately 3,200 satellites. As of 2 July, Amazon reported that over 375 satellites from that initial broadband network have already been launched. The new direct-to-device service is intended to complement these existing broadband initiatives, with applications extending to disaster response and emergency messaging.
Technical specifications outlined in the filing indicate that the new satellites will process signals in orbit before relaying them to ground stations, a measure Amazon claims will improve performance. In addition to the Globalstar spectrum, the FCC application includes a request to utilise spectrum assigned to Iridium’s satellite network outside the United States. This regulatory request introduces complexity, as Rocket Lab is currently in the process of acquiring Iridium with plans to expand its operations.
The deployment of the 5,105-satellite constellation remains contingent upon FCC approval, which has not yet been granted. The regulatory outcome regarding the use of Iridium’s spectrum is particularly uncertain given the ongoing acquisition by Rocket Lab. Furthermore, the specific nature and timeline of the collaboration with Apple on future services remain undefined. The application marks Amazon’s continued push to integrate satellite connectivity into the broader mobile ecosystem.
