Meta’s Oversight Board flags systemic human rights risks in account ban policies
A new report from Meta’s Oversight Board highlights significant deficiencies in the company’s account deactivation procedures, urging the implementation of clearer user dashboards and greater disclosure of artificial intelligence’s role in enforcement.

Meta’s Oversight Board has issued a report identifying systemic human rights concerns within the tech giant’s account deactivation policies, citing a lack of due process, transparency, and consistency. The independent governing body found that Meta’s two-tier system for disabling accounts on platforms such as Facebook and Instagram fails to clearly distinguish between strike-based penalties and permanent bans, leaving users without adequate recourse.
The investigation was initiated earlier this year following a specific incident involving threats of violence against a journalist. While the Board agreed that the account in question should have been permanently disabled due to the severity of the threats, the review expanded to examine broader policy failures. The Board noted that the distinction between temporary strikes and permanent bans is often unclear and poorly documented, creating significant uncertainty for users.
The report highlights several cases where users were banned without specific evidence or meaningful human review. These include Richard Pauwels, a retired firefighter whose account was disabled without identification of specific posts, and a bird rescue operation banned for alleged child sexual exploitation material despite having no such content. Other affected parties included a PR professional and a content creator whose business accounts were shut down for alleged fraud with no explanation provided.
Meta also faced criticism for its handling of Meta Verified subscribers, who pay for premium support but reportedly receive little assistance during account disputes. One subscriber reported that a support agent ended a chat session when the user referenced the EU General Data Protection Regulation (GDPR). The Board emphasised that the current automated moderation systems offer limited recourse for users who have been mistakenly banned, causing financial and reputational harm.
In response to these findings, the Board recommended that Meta implement a user dashboard for tracking violations and appeals, provide clear notifications of rule breaches, and disclose the role of artificial intelligence in content moderation decisions. Meta stated it would review the recommendations and update its response after conducting an internal review.
