Former team leader says personnel cuts under Department of Government Efficiency have crippled rapid response capabilities

The US Centers for Disease Control and Prevention is facing intense scrutiny over its ability to manage a significant Cyclospora outbreak, with former staff attributing operational failures to substantial workforce reductions. Joel Barratt, the former leader of the CDC’s Cyclospora team, reports that the specific laboratory responsible for detecting the parasite was downsized from 11 staff members to just three. These cuts are part of a broader reduction in the CDC’s total workforce, which has decreased by approximately 3,000 employees since January 2025, a figure compiled by the American Federation of Government Employees Local 2883.

The staffing reductions coincide with a rising domestic health crisis, with nearly 7,000 suspected Cyclospora cases nationwide and over 4,300 identified in Michigan alone. Barratt, who left the CDC voluntarily in September 2025, cited a hostile work environment and policy overhauls under Health and Human Services Secretary Robert F. Kennedy Jr. as factors in his departure. He stated that hiring freezes prevented him from renewing contracts for colleagues, noting that the agency’s capacity for rapid outbreak response has been "greatly diminished."

The CDC is simultaneously managing multiple other health emergencies, including an Ebola outbreak in the Democratic Republic of Congo, and domestic outbreaks of measles, E. coli, infant botulism, and salmonella. Experts note that Cyclospora presents unique investigative challenges due to a one-to-two-week lag between exposure and symptom onset, complicating source tracing. Anonymous sources told The Washington Post that the CDC has identified lettuce from Taylor Farms as a possible source of the current outbreak.

Barratt, now a molecular parasitologist and assistant professor at Emory University School of Medicine, described the complexity of outbreak investigation, which involves coordination between state and federal governments. Once a stool sample tests positive, it is sent to the state health department for analysis before being passed to the CDC for genetic testing. Epidemiologists interview patients to identify common exposures, while the CDC’s lab performs genetic testing to identify infected strains and determine disease clusters.

Amira Roess, a professor of global health and epidemiology at George Mason University and a former CDC epidemic intelligence service officer, emphasised that while the technical methods for investigating outbreaks are well-established, the lack of personnel hinders execution. "We know what to do, but if we don't have personnel, a lot of it can't get done," Roess said, highlighting the gap between public health surveillance capabilities and the resources required to maintain them.
