US President Donald Trump is promoting a proposed mutual halt to Russian and Ukrainian attacks on energy facilities. Ukrainian President Volodymyr Zelenskyy said Kyiv was ready to stop strikes on Russian energy sites if Moscow also stopped attacks on Ukraine’s electricity, heating and water systems.
The proposal remains unresolved as attacks continue. On Wednesday, Russian drones struck sites in Kyiv, killing one person and injuring at least seven, according to the source report. A Ukrainian strike reportedly forced a Moscow refinery to halt crude processing.
The scope and conditions of any truce are unclear. The Kremlin has previously welcomed a US proposal for an energy moratorium while seeking to extend measures to Russian seaborne energy exports and sanctions. The sides have not agreed on terms or how compliance would be verified.
Trump has linked the war to rising US diesel prices, a concern ahead of November’s midterm elections. Analysts cited by Al Jazeera say a halt could ease pressure on energy prices, while also potentially benefiting Russia’s war economy by limiting Ukrainian strikes on its energy industry.
Previous ceasefire efforts have not stopped the fighting. Talks in Istanbul in 2025 produced a prisoner exchange but no halt to hostilities. Analysts cited in the report say any energy truce would need clear rules and independent verification to reduce disputes over alleged violations.
